Former Trump senior adviser Stephen Miller criticized the U.S. Agency for International Development (USAID) for its alleged role in interfering with foreign policy, supporting mass illegal immigration, and funding diversity, equity, and inclusion (DEI) initiatives that he argues violate federal civil rights law.

Speaking with Fox News host Laura Ingraham, Miller outlined how USAID and other government agencies allocate funds without direct congressional approval, enabling policies that undermine border security.

Miller stated that President Trump has the authority to take action against USAID’s funding decisions, particularly when they contradict American interests.

“So he has plenary authority to carry out the foreign policy of the United States, so bureaucrats at USAID cannot interfere in the affairs of foreign countries, to prop up regimes, to thwart America’s interests, to facilitate mass illegal immigration, nor to facilitate diversity equity inclusion policies which violate federal civil rights law,” Miller said.

He argued that the actions of USAID and other agencies in funding organizations that promote open borders are not legally required. Instead, these agencies have discretionary control over grant distribution.

“All this violates the federal civil rights law of the United States… The President is at the apex of authority here. Moreover, as you mentioned, Congress doesn’t dictate to these agencies how to spend the money. Agencies exercise discretion on these grants, on these contracts,” Miller stated.

Miller emphasized that funds currently directed toward non-governmental organizations (NGOs) that support open borders could be repurposed to strengthen border security efforts and deportations.

“So take, for example, funding to these nongovernmental organizations, NGOs that fund open borders, see they funnel 10s of billions of dollars to these open borders private sector orgs. Congress never passed a law giving those organizations that money. President Trump can only pause all those funds,” he explained.

Miller argued that agencies have the power not only to pause funding but to redirect it toward initiatives that enhance border enforcement.

“Not only can the agencies pause those funds, but agencies can set if they wanted to give those funds to organizations that support border security, that deport illegal aliens, that find criminal aliens, that provide detention for dangerous illegal immigrants in this country,” he said.

Miller asserted that there is no legal requirement for the federal government to allocate funds to organizations involved in human trafficking or illegal immigration.

“There’s no law passed by Congress that says that we have to funnel money to organizations that traffic children. Quite the opposite. These are crimes. Illegal immigration is a crime. DEI is a crime,” Miller said.

Miller’s remarks come as the Trump administration continues to push for stronger border security measures and crack down on policies it views as detrimental to American sovereignty.
