Data analyst DataRepublican released additional materials on October 20 and 21, 2026, as part of an ongoing series titled “The Democracy Files,” asserting that former USAID officials and associated nonprofit networks are applying overseas democracy-promotion and regime-change methods to the 2026 U.S. midterm elections.

At what point does this become foreign interference of our elections?
To back up: the main group that Danielle Reiff and the other ex-USAID workers belongs to, Renew To Thrive (R2T) / Renew American Democracy (RAD) have an explicit strategy document. That strategy outlines ‘preparing for the worst’ which includes the Insurrection Act or ‘election meltdown,’ and their goal is to get ‘structural reform’ in place by that – a polite way of saying our Constitutional Republic has to be overhauled.
In July 2026, R2T/RAD invited foreign state actors to share experience with the American community, for the express purpose of operationalizing their expertise right here in the United States. All actors had experience in international community-assisted transitions (I’ll let you figure out what that is a code word for).
The disturbing part, though, is that all of the foreign actors’ recommendations were implemented right here in America.
You may have seen news headlines like:
– Restore trust in processes
– Increased election security, increased legal presence at polls
– Democratic officials hold tabletop exercises
– Judges prepare for post-election challenges
To be clear, this video doesn’t prove that this meeting specifically caused this cascade of escalations. But what it shows is that the democracy-promotion playbook the U.S. spent decades exporting, with situation rooms, observers at every polling place, prebunking and litigation paired with street mobilization, is now being run on America’s own election. The same people are running it, and they’re taking advice from the foreign actors the U.S. once backed.
Now when you look at officials talking about independent watchdogs or tabletop exercises… know that it’s because they are now treating the United States midterms exactly the same as they’d treat elections in a third-world country.
And I think more than a small part of them are hoping that it does become a self-fulfilling prophecy as it has in so many of those countries. (For context, my book Unelected documents that so-called ‘election meltdowns’ are precursors to transitions of power via color revolution.)”
DataRepublican linked the materials to earlier installments that identified Renew to Thrive, also referred to as Renew American Democracy, as operating under the broader United Democracy Alliance structure. On October 20, DataRepublican responded to a Washington Post report. The Post stated that a small group of approximately 10 current and former national security officials with Defense Department experience had been advising state governments and congressional lawmakers on preparations for possible interference in the November midterms by the Trump administration.
DataRepublican posted: “This is how you know my recordings are real and they’re scared. Washington Post already doing counter-messaging.
‘A small group of U.S. national security officials has been discreetly advising state governments and congressional lawmakers on how to prepare for the possibility that the Trump administration will attempt to interfere in November’s midterm elections, according to people involved in the effort.
The group includes about 10 current and former officials with experience in the Defense Department, some of whom have previously focused on countering authoritarianism abroad.’”

In a follow-up video post the same day, DataRepublican addressed the newspaper directly: “Hello Washington Post,
Are these people in the group of 10 officials you mention? Because they’re all over my files where they’re working with the same ex-USAID officials plotting to rewrite the Constitution.”
Accompanying materials referenced the Horizons Project, described as Erica Chenoweth’s initiative that incorporates foreign regime-change techniques into domestic organizing under a “Big Tent” framework. DataRepublican stated that Rear Admiral Mike Smith, in addition to founding National Security Leaders for America and leading elements of the United Democracy Alliance, also leads the Horizons Project’s Insurrection Act Working Group.
DataRepublican further noted: “Crucially, this is the framing they use to get election officials to play their part in a coup (via resisting federal government) without having to sign on to a coup. Officials fight against Trump’s ‘illegal’ orders. Someone else will declare the USA illegitimate.”
