Attorney General Todd Blanche on Monday released an explosive report detailing what he described as the federal government’s weaponization against parents of schoolchildren under former Attorney General Merrick Garland. The report focuses on federal actions involving parents who spoke out about school policies and exercised their free speech rights.

The document is titled “The 2026 Report to Expose the Weaponization of Government Against Parents in Schools.” Its title reflects the chilling central allegation: Federal officials considered using law enforcement power against parents engaged in debates over public education.

Blanche said, “Five years ago, Attorney General Merrick Garland issued an infamous memorandum at the urging of the National School Boards Association and White House officials, directing the FBI and United States Attorneys to consider looking for a federal hook to prosecute parents exercising their right to free speech.”

According to Blanche, the report describes efforts to involve the National Security Division in the government’s response to school parents. It also details repeated warnings from employees who raised concerns that the actions taken by department leadership could be unconstitutional.

Blanche said the released exhibits and emails verify what many Americans already suspected about coordination among the Garland DOJ, White House officials, and the National School Boards Association. He said that coordination threatened parents with prosecution while their actions were characterized as domestic terrorism.

The report followed action taken by President Donald J. Trump in January 2025. Trump issued Executive Order 14147, titled Ending the Weaponization of the Federal Government, establishing a federal policy to identify and appropriately address past government misconduct involving weaponized law enforcement and the Intelligence Community.

The report states that the National School Boards Association reached out to the Biden regime to develop talking points against critics of transgender policies and critical race theory. Those school policy disputes had produced hostile situations for some school board members, according to the association’s description.

The National School Boards Association admitted that it coordinated with the Department of Education in July 2021. The coordination involved providing “talking points and push back on critics regarding critical race theory (“CRT”) and transgender policies that are creating ‘hostile situations for school board members.’”

That coordination preceded a September 29, 2021, letter from the National School Boards Association to President Biden. The association’s letter described certain parents as participating in “domestic terrorism” and asked the federal government to arrest, prosecute, and incarcerate them.

The letter sparked substantial public backlash within weeks. The National School Boards Association’s Board of Directors eventually apologized “for the letter” and acknowledged that there “was no justification for some of the language included in” it.

The reversal did not erase the paper trail documented in the newly released report. The exhibits and emails show how criticism of critical race theory and transgender policies became entangled with discussions about federal prosecution, national security authorities, and domestic terrorism language.

Blanche’s announcement presented the report as an official accounting of how Garland’s DOJ handled parents who challenged school policies. Instead of treating those parents as citizens participating in public debate, officials considered searching for a federal basis to prosecute them, according to Blanche’s account.

The report also places the National School Boards Association’s actions in direct contact with officials in the Biden White House and the Department of Education. Its communications, exhibits, and emails document the effort to create pushback against parents and other critics.

The stunning scope of the report provides a grim picture of government power aimed at parents who refused to remain silent. With 273 pages of findings and records now public, Blanche has put the Garland era’s treatment of school parents under a harsh spotlight.
