The warning places President Volodymyr Zelensky and Ukrainian officials under fresh pressure from Washington. According to the reporting, the administration has repeatedly sought an end to attacks that could disrupt energy supplies and complicate efforts to stabilize global energy markets.
The Financial Times reported that Ukraine refused American requests to halt the attacks. That refusal reportedly contributed to an agreement between President Donald Trump and Russian President Vladimir Putin involving massive quantities of Russian diesel being sent to the United States.
The reported diesel agreement followed a series of unsuccessful American efforts to persuade Ukrainian officials to change course. Rather than accept the requests, Ukraine continued targeting Russian energy infrastructure despite the administration’s concerns about the wider energy market.
U.S. envoys Steve Witkoff and Jared Kushner raised the possibility of cutting off intelligence sharing with Ukraine if Kyiv does not stop striking Russian oil refineries, according to the Financial Times, citing people familiar with Friday's talks in Miami. The special envoys made the point during nearly eight hours of talks. Ukraine uses U.S. intelligence for the strikes, the FT reports.
The meeting was derailed when President Donald J. Trump announced a deal with Russia to release diesel onto the world market, three people with direct knowledge told the FT. The Ukrainian team was blindsided. One person said the envoys told them the U.S. was poised to lift sanctions on Russian diesel and that Moscow intended to lift its export ban. The FT reports President Trump has pressed Zelenskyy to halt the drone strikes, citing strain on global energy prices from the Iran war. Zelenskyy called the move "a weak decision made by strong partners." A senior Ukrainian official said, "We will burn refineries." Hours later, Ukrainian forces struck the Yug Rusi oil terminal in Rostov-on-Don, according to Russian authorities (video below). Ukraine's team cut its trip short. Witkoff said in a post on X that the talks were "productive" and the sides agreed to continue diplomacy. Ukrainian officials viewed the request to halt strikes without Russia doing the same as unfair, the FT's sources said. Axios provided additional details about the extent of those efforts. According to the outlet, United States envoys made similar requests on six separate occasions, but Ukrainian officials refused each request and the attacks continued.
That repeated refusal reportedly led to the Russian diesel agreement. The sequence described by the reports presents a clear pattern of American requests, Ukrainian rejection, continued strikes, and an eventual energy arrangement between Trump and Putin.
An unnamed official said the Ukrainian actions are “eroding the goodwill [Volodymyr Zelensky] has built up with Trump over the last six months.” The statement points to growing frustration surrounding Zelensky’s handling of the administration’s repeated requests.
The reported warning also comes with a potentially serious consequence for Ukraine. The Trump administration has threatened to cut off intelligence sharing if the attacks on Russian energy infrastructure continue.

That threat marks the line the administration is now reportedly drawing. Ukraine has already rejected requests six times, according to Axios, while the administration has connected continued attacks with the possibility of losing American intelligence cooperation.
The situation did not settle after the diesel agreement was reached. In the hours following the deal, Ukrainian drones struck a key Russian fuel exportation depot and set the facility ablaze.
Smoke could be seen billowing from structures inside the facility into the morning. The strike showed that Ukrainian attacks on Russian energy targets continued even as the Trump administration was pressing for those operations to stop.

The timing placed another Ukrainian drone attack directly after the reported agreement between Trump and Putin. It also added to the strain described by the unnamed official, who said Zelensky’s goodwill with Trump was being eroded.
The dispute centers specifically on attacks against Russian energy infrastructure and the administration’s stated concern about stabilizing global energy markets. The source reports did not describe a broader American demand that Ukraine end other military operations.
Instead, the administration’s warning focused on energy targets and intelligence sharing. Its reported position is that attacks on Russian energy infrastructure must stop, or Ukraine could face the loss of intelligence assistance from the United States.
The conflict has now passed the four and a half year mark. Against that timeline, the dispute over energy strikes has become another point of tension between the Trump administration and Zelensky’s government.
For Trump, the reported message is direct: repeated requests cannot simply be brushed aside without consequences. For Zelensky, the six refusals and the latest drone strike now sit alongside a warning that continued attacks could cost Ukraine access to American intelligence sharing.
