Maryland sanctuary politicians released an alleged MS-13 member despite an Immigration and Customs Enforcement detainer, according to a Department of Homeland Security press release. Allan Adonay Contreras-Vasquez had been held at the Prince George’s County Detention Center in Upper Marlboro, Maryland.

DHS said ICE lodged the detainer against Contreras-Vasquez on December 16, 2025. The agency identified him as an illegal alien from Honduras and an MS-13 member.

Contreras-Vasquez had been arrested following an assault in Hyattsville, Maryland, that he and five other suspects allegedly carried out. According to DHS, the victim was stalked after getting off a bus and then stabbed multiple times.

Prince George’s County officials refused to honor the ICE detainer and transfer Contreras-Vasquez into the agency’s custody. Instead, county officials released him, providing yet another grim example of Maryland’s sanctuary approach.

Last February, Contreras-Vasquez faced an extensive list of charges. Those charges included attempted first degree murder, conspiracy to commit first degree murder, attempted second degree murder, and conspiracy to commit second degree murder.

He also faced charges of first degree assault, conspiracy to commit first degree assault, second degree assault, and possession of a dangerous weapon with intent to injure. Despite the severity of those accusations, ICE did not receive custody of him.

DHS said another alleged crime occurred during the time between Contreras-Vasquez’s release and the announcement of the charges. A witness testified that Contreras-Vasquez raped a 13 year old girl in January 2026.

Prince George’s County arrested Contreras-Vasquez again in May 2026. By June, however, county authorities had released him for a second time, according to the account provided by DHS.

The department also said Contreras-Vasquez originally entered the United States in 2023 during the Biden administration. According to DHS, the Biden administration released him into the country after his entry.

Contreras-Vasquez is a Mara Salvatrucha affiliate. The Trump administration has designated MS-13 as a global terrorist organization.

ICE is still attempting to locate Contreras-Vasquez and is seeking assistance and information. The DHS press release was issued as the agency continued trying to track him down following the releases by Maryland authorities.

“This is just another example of how open borders and sanctuary policies have failed the American people. First the Biden Administration released this illegal alien and MS-13 gang member into the country, then sanctuary politicians in Maryland released him AGAIN after he was arrested for attempted murder,” Homeland Security Secretary Markwayne Mullin said.

Mullin added, “After his release, [Contreras-Vasquez] allegedly went on to rape a 13-year-old girl, only for them to release him a SECOND time after that. This shows the insanity of sanctuary policies that release violent criminals into American communities to create more innocent American victims.”

The sequence described by DHS began with Contreras-Vasquez’s release into the country in 2023, continued with the county’s refusal to honor an ICE detainer, and included another release after his May 2026 arrest. ICE is now trying to find him.

Maryland’s sanctuary politicians had multiple opportunities to place Contreras-Vasquez in federal immigration custody, according to the DHS account. Instead, Prince George’s County released him twice while he faced accusations involving attempted murder, assault, and the rape of a child.
