WHAT YOU NEED TO KNOW
- Pramila Jayapal says she would use subpoenas and congressional hearings to demand accountability from ICE agents.
- Jayapal has called ICE a “rogue militia” and said the agency should be “completely disbanded.”
- Her shadow hearings have examined detention conditions, removals to third countries, children, and immigration enforcement operations.
- Jayapal cited at least 25 people shot, six killed, and 62 deaths in ICE custody under the current administration.
Washington Democrat Pramila Jayapal has spent months spelling out how she would use congressional power over immigration enforcement if Democrats took control in the midterms. Jayapal currently serves as the ranking member of the House Judiciary Subcommittee on Immigration Integrity, Security, and Enforcement.
In a July interview, Jayapal described an aggressive plan for the chairmanship, centered on subpoenas and public accountability. She said she plans to “haul all of these people before my committee with subpoenas, demand accountability, and start to actually use every lever in the toolbox to get them out and to demand accountability.”
Her language about ICE has been sweeping, not merely focused on particular policies or individual cases. Jayapal has called the agency a “rogue militia” that “should not exist the way it exists” while also saying ICE needs to be “completely disbanded.”
Speaking to Washington state Democrats, Jayapal also discussed bringing agents before Congress after labeling them “corrupt.” She said those agents had “kidnapped, detained, deported, and killed.”
Rep. Pramila Jayapal (D-WA) told a Washington State Democrats crowd that she will be the Chair of the House Immigration Subcommittee.
She then said "every single one of these corrupt people that kidnapped, and detained, and deported, and k*lled people in the streets" will "come before us," and that "we are going to send them to prison." Democrats are about to take the gavels, and the first thing they're promising their base is prison for ICE agents. Not lower rent, not cheaper groceries, not safer streets. Prison. Jayapal has not waited for a chairmanship to stage proceedings around those allegations. She has already convened a series of shadow hearings under the title “Kidnapped and Disappeared,” with the sessions examining detention conditions, removals to third countries, and immigration enforcement operations.
One March shadow hearing centered specifically on children and families affected by enforcement. During that hearing, Jayapal said families “traumatized” by enforcement would require “some form of reparation,” making reparations part of her stated congressional agenda.
She also argued that people responsible for the alleged harm should face prosecution and congressional scrutiny. Jayapal said those who “inflicted this harm need to be prosecuted” and “brought before us,” pairing proposed committee action with a demand for prosecution.
The congresswoman has separately demanded personnel and disciplinary records for federal officers involved in shootings during immigration operations. In making that demand, she cited figures stating that at least 25 people had been shot and six had been killed since the start of the administration.

On November 3, one day before the election, Jayapal posted about another death in ICE custody. She said she had been notified of the 62nd death in custody under the current administration and told voters they had the power “to stop this cruelty and hold ICE accountable.”
I’ve been notified of another death in ICE custody — the 62nd under this administration.
Today, WE have the power to stop this cruelty and hold ICE accountable. — Rep. Pramila Jayapal (@RepJayapal) November 3, 2026
The custody death total cited by Jayapal includes people who died from illness, suicide, and other causes. The figure was therefore not limited to shootings or to a single cause of death.
Her legislative record also reflects a push to remake immigration detention. Jayapal previously served as a cosponsor of the “Dignity for Detained Immigrants Act,” legislation aimed at ending private detention and improving comfort while illegal aliens are being detained.
Taken together, her interviews, remarks, shadow hearings, records demands, and legislative work outline the approach she has advertised for a Democratic chairmanship. It includes subpoenas, appearances by agents, scrutiny of detention and removals, demands for records, possible reparations, and calls for prosecution.
Jayapal’s plan is not framed as a narrow review of agency procedure. Her own descriptions call for completely disbanding ICE, removing people she targets, and using congressional authority to demand accountability from those involved in immigration enforcement.
ICE’s cruelty lost.
It’s time to hold them accountable. — Rep. Pramila Jayapal (@RepJayapal) November 4, 2026
If Democrats take control and Jayapal becomes chair, the agenda she has described would place immigration agents and their records directly before her subcommittee. The forum she envisions is built around allegations of kidnapping, detention, deportation, shootings, deaths, and mistreatment.
