Steve Hilton said a new investigation from Cal DOGE uncovered what he described as a corruption scandal involving California gubernatorial candidate Xavier Becerra and the taxpayer-funded immigrant advocacy organization CHIRLA.

Speaking outside CHIRLA offices in Santa Ana, Hilton said the organization receives nearly all of its funding from California taxpayers while also engaging in political activity tied to Becerra’s gubernatorial campaign.

“So this is our latest investigation from Cal DOGE, and it's the latest corruption scandal involving having a Becerra. And it's all connected to this organization, CHIRLA,” Hilton said.

Hilton said CHIRLA endorsed Becerra in April and pledged to support his campaign for governor.

According to Hilton, the endorsement raised concerns because the organization receives public funding.

“We are standing outside the CHIRLA offices in Santa Ana in Orange County. This organization is almost entirely funded by you, the California taxpayer,” Hilton said.

“Nearly all of the money to fund CHIRLA comes from taxpayers, and we will lay out the details of that in a moment.”

Hilton said Cal DOGE reviewed documents connected to CHIRLA’s political operations and claimed those records showed the organization using illegal immigrants in campaign-related efforts.

“CHIRLA has endorsed Xavier Becerra for Governor of California. They did that in April. In their statement of endorsement, CHIRLA, a taxpayer-funded organization, said that it will be working to do everything it can to elect Xavier Becerra governor,” Hilton said.

Hilton said his group examined what he called detailed records concerning the organization’s activities.

“In other reports that we have found at Cal DOGE, we have looked in detail at how CHIRLA conducts these political activities,” Hilton said.

He then accused the organization of involving illegal immigrants in campaign operations connected to Becerra.

“Listed on their document is the statement that CHIRLA uses illegal immigrants to carry out political activity,” Hilton said.

“In other words, to be very clear, California Taxpayers are funding an organization that uses illegal immigrants to campaign for Xavier Becerra.”

Hilton argued that the alleged conduct amounted to misuse of taxpayer funds and said the arrangement should immediately end.

“This is not just unacceptable and unethical and outrageous, a theft of taxpayer money for political purposes,” Hilton said.

“It is illegal, as my colleagues here will lay out in a moment.”

Hilton also called on Becerra to reject further support from CHIRLA, arguing that a publicly funded organization should not be involved in campaign operations.

“We must be clear. Xavier Becerra cannot continue to accept support from a taxpayer funded organization employing illegal immigrants to campaign for him, he must stop this now,” Hilton said.
