Amy Mekelburg, founder of RAIR Foundation USA, delivered testimony before Congress warning lawmakers about what she described as the growing influence of Islamic organizations and Sharia-based ideology inside the United States.
“Distinguished members of Congress,” Mekelburg began. “My name is Amy Meckelburg. I am founder of rare Foundation USA.”
Mekelburg said she has spent years documenting what she views as threats posed by Islamic extremism and accused Islamic organizations and their political allies of targeting her and her family because of her activism.
“I come before you today out of profound love for this country and at great personal cost,” Mekelburg said.

“For 15 years, I have documented Islam's assault on Europe and its dangerous advance inside of America,” Mekelburg said.
According to Mekelburg, her work has resulted in personal threats and ongoing security concerns.
“For defending western values Islam and its left wing allies marked my family for destruction,” Mekelburg said. “They stopped us. They attacked my loved ones careers and sent death threats.”
“Today, I travel with armed security,” Mekelburg added. “A simple walk, a grocery run, opening my front door. None of it is safe anymore.”

Mekelburg referenced the January 2025 death of Iraqi Christian activist Salwan Momica in Sweden, describing him as a friend who warned he would be targeted because of his criticism of Islam.
“The hardest part of this fight, though, has been watching my friends pay the ultimate price,” Mekelburg said.
“On January 29 2025 my friend Salwan momica, an Iraqi Christian who fled to Sweden to escape Islam, was slaughtered,” Mekelburg said.
Mekelburg argued that Islamic law punishes criticism of Islam with death.

“He knew, because the Sharia penalty for criticizing Islam is death,” Mekelburg said.
She described Islam as “a hostile, totalitarian political ideology” and argued it seeks to impose Sharia law globally.
“A 1400 year old war is being waged inside our country,” Mekelburg said.
“Mohammed, the man that Muslims call their prophet, was a military commander whose mission was to bring the world under Islamic rule,” Mekelburg said.
“The mission cannot be completed until America falls,” Mekelburg added.
Mekelburg also cited two documents she identified as the “1982 project” and the “1991 explanatory memorandum,” which she claimed outlined long-term strategies used by the Muslim Brotherhood.
“The Muslim Brotherhood turned this imperative into a modern conquest strategy,” Mekelburg said.
“Two seized documents, the 1982 project and the 1991 explanatory memorandum, detail their two front plan, build parallel Islamic societies that reject assimilation while they're faithful, capture our institutions,” Mekelburg said.

She alleged that multiple foreign governments and Islamic organizations are advancing similar goals within the United States.
“The Brotherhood wrote the playbook today,” Mekelburg said. “Every hostile Islamic regime and faction is executing it on our soil.”
Mekelburg claimed thousands of Islamic nonprofits are operating throughout the country.
“These networks operate more than 8000 Islamic nonprofits across America, including 650 in Texas alone,” Mekelburg said.
According to Mekelburg, organizations connected to Islamic activism are building extensive community and institutional infrastructure across several states.
“They built a parallel infrastructures, mosques, seminary school, Sharia bank, Sharia court, Sharia clinics, charities, media and political networks,” Mekelburg said.
Mekelburg specifically pointed to projects in Texas and Florida that she described as major centers of Islamic activity.
“Texas and Florida are the brother hand Brotherhood's command centers,” Mekelburg said.

She also referenced projects tied to Islamic scholar Yasser Qadhi and other Muslim leaders in Texas.
“In Texas, terror tied Imam Yasser Qadi is fighting to build epic city, a 402 Sharia, 402 acre Sharia compound marked as, quote, the epicenter of Islam in North America,” Mekelburg said.
Mekelburg additionally claimed some Islamic organizations were acquiring churches and converting them into mosques.
“Across America, the Brotherhood is buying churches and converting them to mosques,” Mekelburg said.
She argued that some Islamic groups are influencing schools, political organizations and government institutions.
“Their operatives have penetrated our State Department, our courts, our school boards, to subvert the Constitution and replace it,” Mekelburg said.
Mekelburg concluded by urging lawmakers to defend constitutional principles against what she described as growing ideological threats.
“Member of Congress, the American people are awake,” Mekelburg said. “Washington is not.”

“We must choose the constitution of the Quran America or the caliphate, freedom or submission,” Mekelburg said. “There's no middle ground.”
