A former FBI official who boasted about running a “shadow government” may have helped shape media coverage portraying the Hunter Biden laptop story as Russian disinformation, according to a new criminal complaint and declassified documents.

The Department of Justice announced Friday that former FBI Foreign Interference Task Force Chief Nikki Floris had been arrested. The complaint says Floris blurred factual and damaging reporting about the Biden family by treating it as part of malign Russian influence before the 2020 election.

The complaint specifically references an NBC journalist, and the described events align with reporting by Ken Dilanian, who was then NBC’s FBI reporter. The document does not prove Floris was Dilanian’s source, but it says she communicated with the media as NBC published a story matching the FBI narrative.

Floris and fellow defendant Bradley Benavides are scheduled to appear in federal magistrate court in Washington, D.C. Floris denied wrongdoing through her attorneys, who said the department accused her “falsely of a crime on the say-so of politicians, not on the facts.”

The complaint says Floris acted as a media source after an Oct. 14, 2020, report disclosed damaging material from a laptop Hunter Biden had abandoned at a computer repair shop.

On Oct. 15, 2020, Floris helped prepare the FBI’s response to press inquiries about the laptop. She told a colleague she needed to know “if I can confirm FBI in possession of laptop, as I believe the property receipt is in open source.”

Floris added that the “logical follow-on question” would concern what the FBI was doing with the device. Later that day, she forwarded FBI executive leadership and her deputy a message from an NBC reporter concerning the seized laptop.

The reporter said NBC would report that the FBI was investigating whether materials published by the New York Post were connected to a foreign intelligence operation intended to interfere in the election. Dilanian published a story that day citing two anonymous sources.

“Federal investigators are examining whether emails allegedly describing activities by Joe Biden and his son Hunter and found on a laptop at a Delaware repair shop are linked to a foreign intelligence operation,” Dilanian reported. He added, “It remains unclear whether the emails cited by the Post are authentic or have been doctored.”

CNN and other outlets followed the NBC report. By Oct. 29, 2020, the Daily Caller News Foundation had confirmed that a key email found on the Hunter Biden laptop was authentic.

Facebook and Twitter quickly censored the laptop story in October 2020, while the FBI and other government agencies had spent months briefing technology companies about the supposed danger of a Russian “hack and leak” operation.

The complaint states that the FBI had obtained the laptop in December 2019 during a criminal investigation into Hunter Biden involving tax and money laundering offenses. It also says Floris frequently communicated with the FBI team overseeing that investigation.

Documents declassified in July show Floris told a colleague in September 2020, “I am basically running a shadow government inside the FBI right now.” The FBI said it had dismantled the “corrupt CR-15 squad” involved in political weaponization targeting opponents, including President Donald Trump.

The FBI’s Foreign Influence Task Force (FITF) was the Deep State’s mechanism to interfere in the 2020 election against President Trump. The FITF falsely labeled the Hunter Biden laptop “Russian disinformation” right before the election. The FITF then pressured Big Tech to censor conservative voices who expressed election skepticism, using the pretext of “foreign disinformation". Floris also ran an operation called “Round River,” which labeled damaging information about Biden, corruption, and Ukraine from confidential human sources as Russian disinformation. Declassified documents show the bureau classified Republicans as conduits of Russian disinformation and Democrats as its targets.

Those described as instruments of a Russian operation included former Attorney General Bill Barr, former Secretary of State Mike Pompeo, Rep. Jim Jordan, former Rep. Devin Nunes, journalist John Solomon, and One America News Network correspondent Chanel Rion.

Those classified as targets included George Soros, John Kerry, Victoria Nuland, former President Barack Obama, and Hillary Clinton. Court documents cite an FBI official who said a key purpose of Round River was “scrutinizing informant intelligence relating to the Hunter Biden investigations as potential disinformation.”

In August 2020, Floris and other FBI officials briefed Senate Republicans who were finishing a report about Hunter Biden’s financial connections to foreign governments. Sens. Chuck Grassley and Ron Johnson said the FBI provided no evidence while alleging their work was “a target of Russian disinformation.”

Johnson later said he believed the briefing was intended to give the media ammunition to portray him as a Russian tool. Floris told the House Judiciary Committee in July 2023 that Hunter Biden had never been discussed within her FBI division, but the complaint says documents, communications, and witnesses disproved that statement.
